TATA KELOLA BUMDES RAHARJO GUNA MENDUKUNGGRASSROOT ECONOMIC EMPOWERMENT (Studi Desa Pandanrejo Kecamatan Bumiaji Kota Batu)

This study will focus on the Village-Owned Enterprise (BUMDes) in Pandanrejo Village, Bumiaji District, which has the name BUMDes Raharjo, Pandanrejo Village. In this BUMDes, Pandanrejo Village manages a strawberry picking tour with the name of the place "Lumbung Petik Stroberi". This BUMDes is supported by various groups, such as the Batu City Government, surrounding campuses, and the Kaliwatu Group. However, BUMDes Raharjo, Pandanrejo Village has been stopped since 2020 to September 2023 due to the Covid-19 outbreak which reduced the number of tourists visiting the strawberry barn and due to internal factors such as the failure to re-form BUMDes cadres. This study uses a qualitative research method that uses a descriptive approach. The preparation of the research is based on primary and secondary data. The preparation of the implementation of BUMDes Raharjo in Pandanrejo Village was carried out on November 21, 2023. The decision of the meeting results was then formalized through the Decree of the Village Head Number: 188.4/37/KEP/422.330.7/2023 concerning the Appointment and Determination of the Management of the Raharjo Village-Owned Enterprise (BUMDes Raharjo) in Pandanrejo Village, Bumiaji District, Batu City, for the period 2023-2028 and reinforced by Pandanrejo Village Regulation Number 5 of 2023 concerning the Establishment of the Raharjo Village-Owned Enterprise in Chapter 1 article 1 number 5. The re-establishment of this Village Regulation was due to the emergence of Government Regulation of the Republic of Indonesia Number 1 of 2021 concerning Village-Owned Enterprises and Batu City Mayor Regulation Number 43 of 2021 concerning Village-Owned Enterprises which have been explained in Chapter XX Article 91. The governance of BUMDes Raharjo in Pandanrejo Village is considered to be running well or successful in supporting Grassroot Economic Empowerment. This is because after the inactivity of BUMDes Raharjo Pandanrejo Village in 2020 until October 2023, it was reactivated starting with the formation of BUMDes management at the end of October 2023 and has been in accordance with the 10 activities carried out in preparation for the formation of BUMDEs.
