Abstract

Malang, the second-largest city in East Java, attracts many residents due to its status as an education and tourism hub. This population growth increases the demand for housing, providing opportunities for property developers. However, housing development often faces issues such as delays, poor quality, and legal problems. The Royal Mutiara Premier in Singosari District, Malang Regency, is planned to address these issues by focusing on construction quality, environmental aspects, regulatory compliance, and affordability. Its strategic location near industries, educational institutions, and toll roads is aimed at the lower-middle-income population in accordance with regulations from the Department of Housing, Settlement Areas, and Public Works (Perkimtan).The implementation method begins with the collection of primary and secondary data through field surveys and relevant literature. Supporting data such as housing location, population data, land mapping, and nearby project sales prices are essential. Data analysis includes location selection, house unit planning, facilities and infrastructure, and project budget planning.The complex technical planning involves designing the site plan, house design, and project financial analysis. Ideal locations are chosen based on criteria such as proximity to workplaces, main roads, transportation, and public facilities, in line with Regulation No. 1 of 2018.The "TerraDomes" housing concept is applied to create environmentally friendly and sustainable residences with good water management and green open spaces. The budget plan for the construction of 30 and 36 type house units includes cost estimates and a three-month construction schedule. The Royal Mutiara Premier will be built with 34 house units of 30 and 36 types on Jl. Alam Hijau, Tanjung Banjararum Village, with good access to basic facilities such as schools, mosques, and public transportation.
