Abstract
This research aims to analyze the implementation of the superior program: Gemilang Berprestasi in optimizing the reading literacy of class II students at SDN Sisir 03 Batu. This research uses a descriptive qualitative approach by describing the results of the research. Participants in this research were class II of SDN Sisir 03 Batu. The data collection techniques used in this research were interviews with class teachers and school principals, observation in class II and documentation. The results of this research are the superior program: Gemilang Berprestasi which has been implemented by students in optimizing their reading literacy with the following activities 1) development of reading skills (Indonesian), 2) Development of the ability to summarize (synopsis), 3) Wednesday Literacy, 4) SASISABU (Satu One Book Student), 5) Reading Basket, 6) Reading Caterpillar and 7) Mokel Jok Cengeng (Moco Corner of Storytelling and Storytelling Class). In this research, there are inhibiting and supporting factors in the reading literacy of class II students, the supporting factors are cooperation between teachers and parents; advice and infrastructure provided by the school; motivation within students; and support from peers. Meanwhile, the inhibiting factors in students' reading literacy are the lack of support and guidance from family/parents and the low intelligence of children. In evaluating students' reading literacy, class teachers use the EGRA assessment as an instrument to measure students' reading literacy abilities.
