ANALISIS FAKTOR-FAKTOR PENENTU (ANTECEDENTS) DALAM PELAKSANAANS SMART GOVERNANCE DI KOTA MALANG

The purpose of this writing is to analyze the determinants of the implementation of Smart Governance in Malang City. The background of the existence of programs aimed at supporting smart governance which supports a more effective and efficient government system with various programs in the form of applications and websites which support the implementation of more effective and efficient governance. However in the implementation of this smart governance program, there are still many problems that make the running of this smart governance program unable to run optimally. In this writing, the author uses qualitative descriptive methods as obtained from literature studies, interviews, and observations. The results in this study show the importance of paying attention to the determinants of the implementation of Smart Governance in the standards of goals and objectives aimed at all apparatuses responsible for the implementation of smart governance. These factors are still not given too much attention by every OPD that is running the Smart Governance program so that there are still many smart governance programs, both applications and websites, that have not run optimally. In the implementation of smart governance, there are six determining factors that must be paid more attention to these factors: the existence of laws or regulations that regulate, the allocation of human resources, the availability of supporting infrastructure, the availability of budget to realize Smart Governance, facilities and infrastructure to realize smart governance, and public knowledge of smart governance programs.
