Abstract
This research discusses the effectiveness of the implementation of sister city cooperation carried out by the Surabaya city government with five sister city partners, namely Kitakyushu, Seattle, Liverpool, Gaziantep, and Xiamen, in the development of micro, small, and medium enterprises (MSMEs) during the Covid-19 pandemic. During the Covid-19 pandemic, Surabaya’s MSMEs were in poor condition and experienced a decrease in revenue turnover. This research is important and interesting to discuss because it will measure and evaluate the extent to which Surabaya’s sister city cooperation has succeeded in providing benefits for the development of MSMEs during the Covid-19 pandemic. This is descriptive qualitative research with primary data collection techniques from interviews, observation, and documentation, while secondary data is obtained from literature studies. This research uses the concept of analyzing the main indicators of the success of paradiplomacy according to Tjandradewi and Marcotullio, namely: a) memorandum of understanding; b) commitment to mutual relations; c) community participation; d) reciprocity; and e) cooperation results. The results of this study indicate that the implementation of Surabaya's sister city cooperation in supporting the development of MSMEs during the Covid-19 pandemic is not running effectively. This analysis highlights that none of the sister cities cooperation has achieved the assessment standards based on the five main indicators of successful paradiplomacy with perfect analysis or without obstacles. In addition, although there have been product deliveries to partner cities and digital business training, these collaborations does not provide benefits or have an impact on increasing orders and income for local MSMEs during the Covid-19 pandemic
