Abstract

This research aims to determine the implementation of the Public Housing Fulfillment Policy through the Self-Help Housing Stimulant Assistance Program (BSPS) for low-income communities. One of the impacts of poverty is the inability to obtain adequate housing and meet environmental standards that are healthy, safe, harmonious, and sustainable. This is partly due to low purchasing power, especially in low-income communities (MBR) that cannot meet basic needs properly. This program is designed to encourage initiatives from low-income communities to improve the quality of housing so that it becomes livable. This research approach is a qualitative, descriptive approach. Data collection techniques were carried out using interviews, observation, and documentation. Meanwhile, the data analysis technique uses interactive model qualitative analysis (Miles, Huberman, and Saldana). The results of this research reveal that the implementation of the Public Housing Fulfillment Policy through the Self-Help Housing Stimulant Assistance Program (BSPS) for Low-Income Communities in Asembagus District, Situbondo Regency, showed success, but there were also several problems that arose during the implementation of the program. Suggestions that can be given are providing training or understanding in the technical field of construction to village officials tasked with supervising the BSPS program and conducting evaluations with village officials.
