Abstract
Covid-19 has made the performance of Small and Medium Industries (IKM) in Blitar Regency decline. This study aims to look at the Blitar Regency government's strategy in increasing the competitiveness of SMEs in order to improve the community's economy. This study uses a qualitative descriptive method where data is collected through interviews, observation and documentation and is analyzed using inductive analysis. The results of this study indicate the strategy carried out by the Blitar Regency Industry and Trade Service, including Digital marketing, this strategy is aimed at drum and chess industrial centers in Nglegok District, Blitar Regency and Pottery Industry Centers in Kademangan District, Blitar Regency. Apart from digital marketing, there is also product packaging quality training aimed at the snack industry center (snack food) in Ploso Village, Selopuro District, Blitar Regency and the gambir opaque industrial center in Bumirejo Village, Kesamben District, Blitar Regency. With 25 participants in each industrial center. Through the training provided by the Blitar Regency Industry and Trade Office, it hopes to increase the productivity of IKM actors by increasing skills in the production process as well as improving in terms of marketing. The training participants were also provided with various materials on how to differentiate product packaging based on the function, type and material as well as packaging that suits their product. The Blitar Regency Industry and Trade Service in improving the quality and competitiveness of small and medium industrial products (IKM) in Blitar Regency has played a good role in supporting IKM business actors to develop quality and marketing. In terms of ability, the Blitar Regency Industry and Trade Service is able to provide motivation, support and facilitation to IKM business actors so that they are able to produce intact, healthy and halal products and have quality product packaging so that food industry products have good competitiveness.
