Abstract
The Indonesian government has enacted Law no. 20 of 2003 concerning the National Education System as the basis for implementing the education system in Indonesia. To participate in implementing this law more optimally, the Batu City government has created and implemented online live TV tutoring activities through the television program "Ada Kelas di ATV". This activity is based on Circular Letter Number 15 of 2020 concerning Guidelines for Organizing Learning from Home During Emergency Dispersal Periods. The aim of implementing this program is to provide additional study hours to students to optimize the student learning process, because at school students are prioritized for deepening character education. It is hoped that the learning program can help students' learning process remotely. The aim of this research is to find out how the implementation of the Ada Class program at ATV can have a positive impact on the student learning process and to find out what problems are faced during program implementation.
The research method used in this research is qualitative descriptive research. Data sources are obtained from primary data and secondary data. Data collection techniques are carried out through observation, interviews and documentation.
The results of the implementation of this program are demonstrated by the collaboration between the Department of Education and Agropolitan Television with various stakeholders to resolve educational problems in Batu City, one of which is related to additional study hours for students at home. Based on Edwards III Implementation theory, this program has run quite well and meets the four theoretical variables. This program shows a positive response from student beneficiaries of the program. However, there are still several problems faced, such as problems with television signals that do not reach several areas in Batu City and the lack of quota for students to access programs via the internet. Therefore, it is hoped that the government will further optimize and expand the television signal network and provide study quota assistance for students so that it can be used as a learning medium.
