PELAKSANAAN PROGRAM PEMBERDAYAAN PETERNAK SAPI UNTUK MENINGKATKAN KUALITAS SAPI POTONG DI DESA GONGGANG (Studi Pada Pemerintah Desa Gonggang, Kecamatan Poncol, Kab. Magetan)

This research aims to determine the implementation of the cattle breeders empowerment program in Dukuh Biting, Gonggang Village. Also, to determine the supporting and inhibiting factors in implementing the cattle farmer empowerment program in Dukuh Biting, Gonggang Village. The research method used is qualitative research, while the research subjects are cattle breeders in Dukuh Biting and Gonggang Village government officials. Research data was obtained through interviews, observation, and documentation. As stated in the Gonggang Village Government Work Plan (GWP) for 2021 and the Gonggang Village Revenue and Expenditure Budget (REB) for 2021, the Gonggang Village Government has implemented a cattle breeder empowerment program through fermented straw processing as a substitute for beef concentrate for meet the feed needs of cows.
The implementation of the empowerment program is conducted through 4 stages of empowerment. These stages are the stage of identifying problems and target groups, preparing the straw fermentation empowerment program, which includes program determination, empowering straw fermentation into the GWP of Gonggang Village in 2021, and preparing the implementing structure for the Straw Fermentation empowerment program, implementing the straw fermentation empowerment program which includes the implementation of the straw fermentation empowerment program, the level of participant satisfaction and understanding of the empowerment program material as well as the preparation and determination of the 2021 Gonggang Village Revenue and Expenditure Budget, and the evaluation of the empowerment program which includes observations of the straw fermentation empowerment participants as well as concluding the implementation of the fermentation empowerment program straw.
Factors that support the implementation of the empowerment program are the participation of empowerment participants, facilities and infrastructure, and the delivery of empowerment materials. The inhibiting factor is the budget. The results of this research show that the implementation of the cattle farmer empowerment program to improve the quality of beef cattle in Gonggang Village has been well implemented and is by the 2021 Gonggang Village GWP. However, there are still things that need to be improved.
