Abstract

Playing card gambling remains a prevalent criminal offense in East Lombok Regency, despite being regulated under Article 303 of the Indonesian Criminal Code in conjunction with Article 2 of Law No. 7 of 1974 on the Regulation of Gambling. This study aims to analyze the law enforcement efforts undertaken by the East Lombok Police Department in addressing playing card gambling crimes and to identify the obstacles encountered during the enforcement process. This research employs a sociological juridical method with a qualitative approach. Data were collected through interviews with police officers of the East Lombok Police Department, document studies, and analysis of secondary data such as case reports and relevant legislation. The findings indicate that the East Lombok Police implement three main strategies: pre-emptive efforts (community outreach and education), preventive measures (patrols and monitoring), and repressive actions (arrests and legal prosecution). However, several significant challenges hinder the effectiveness of law enforcement, including low public participation in reporting incidents, limited facilities and infrastructure, and the perpetrators’ ability to quickly adapt their methods. This study is expected to provide valuable input for law enforcement agencies and policymakers in formulating more effective strategies to combat gambling, as well as to enhance public legal awareness.
