Abstract

To improve the performance of ASN employees, the Head of BKPSDM Mempawah
Regency created several strategies, namely, Implementing the EMP Application, Organizing
Training Activities, and Competency Tests. This research aims to find out how the Regional
Personnel Strategy is in Improving Employee Performance and Human Resources
Development in Mempawah Regency and finding out what are the inhibiting factors in
improving the performance of ASN employees at BKPSDM Mempawah Regency.
The method used in this research is descriptive qualitative. The data sources used are
primary data and secondary data. Data collection techniques use observation, interviews and
documentation. Data analysis techniques use data reduction, data presentation, and drawing
conclusions. To analyze this research, researchers used the theory of improving ASN
performance put forward by Moorhead and Chung/Megginson.
The results of this research show that the strategy created by BKPSDM Mempawah
Regency has worked well. Because of this strategy, ASN employees have better quality
performance for their agency. The application of EMP further increases the sense of
responsibility and awareness of one's duties and responsibilities as an ASN employee.
Participating in the Training Program further increases insight into the performance of ASN
employees who are currently carrying out or in accordance with their main duties and
functions. Take the Competency Test which is a tool for measuring the competency of ASN
employees at BKPSDM Mempawah Regency.
