Abstract

This research aims to analyze the governance of village assets in the use of Build for Transfer (BGS) on Village Treasury Land in Ampeldento Village, Karangploso District. The BGS scheme is a village asset management strategy where private parties are given the right to develop and manage village land for a certain period of time.
The research method used is a descriptive method with a qualitative approach. Data was collected through in-depth interviews, observation and documentation. Informants for this research include village officials, the Village Consultative Body (BPD), the Village Community Empowerment Institute (LPMD), and the private sector involved in this collaboration, namely PT. Garda Bhakti Karya.
The research results show that the process of utilizing Village Treasury Land using the BGS scheme in Ampeldento Village has followed the mechanism regulated by Minister of Home Affairs Regulation No. 1 of 2016 concerning Village Asset Management. This process begins with submitting a permit to the Regent of Malang, which is then followed by the signing of a cooperation agreement between the Ampeldento Village Government and PT. Gardha Bhakti Karya on March 22 2021. This agreement includes the construction of integrated tourism facilities with a nature school and sports theme on an area of 17,200 m² for a lease period of 15 years. The conclusion of this research is that the BGS scheme can be an effective alternative in utilizing village assets, as long as it is implemented transparently and in accordance with applicable regulations.
