Language is a system that people need to share their ideas, thoughts or opinions in which it is formed by sounds, gesture and other symbols to express. Information is the most important thing for people to have perception in their environment. Our perception of the world is based entirely on information we derived through our five senses: touch, smell, taste, vision, and hearing. Hearingimpaired children with intact central nervous system have the same potential to learn language as any other children. This study is conducted to find appropriate technique of teaching hearing impaired students. The purpose of this study is to discover and to answer the question through application of the scientific procedure. In this study, the researcher uses descriptive design. Its aim is to describe the technique of teaching sign language and its media that is used in SDLB (B) Yayasan Pendidikan Bina Wiyata Putra Situbondo. They usually use dictionary, picture, and mirror as the media. In this study, the researcher uses interview and observation as her instruments. It is used because, she need data from teacher who taught by using sign language and how was students in the class with teaching learning process that uses sign language. In SDLB (B) Yayasan Pendidikan Bina Wiyata Putra Situbondo, teachers use Total Communication to teach students. According to the teacher, this technique is the most effective technique for hearingimpaired students. The teacher of this school said that there is no difficulty to use this technique based on the curriculum toward SDLB (B) students. In this condition, hearingimpaired student is eyedperson or people who see. By their seeing, they can catch sign language from other people. In this school, teachers automatically use this technique to teach students. To make it easier for students to understand the course, there is three supporting media in this technique. They are dictionary, picture, and mirror. It is used because it is concrete things that teacher can use it in teaching students in which students easy to see and to imitate through these media.
