KINERJA BAPPEKO DALAM PERENCANAAN PEMBANGUNAN DAERAH KOTA MOJOKERTO TAHUN 2023

This study aims to examine the performance of the City Development Planning Agency (Bappeko) of Mojokerto City in preparing effective and efficient regional development plans. This study focuses on determining the extent to which Bappeko carries out its role in the regional development planning process and the strategic steps taken to optimize the performance of the planning. Through this study, it is expected to provide a clear picture of the effectiveness and efficiency of Bappeko's performance in efforts to improve regional development. In addition, this study also seeks to identify the challenges and obstacles faced by Bappeko in carrying out its duties, as well as provide constructive recommendations for future improvements.

The research method used is a descriptive qualitative approach. Data collection techniques are carried out through in-depth interviews with Bappeko employees to obtain information related to the planning process and implementation of development. In addition, direct observation of the development planning activities carried out by Bappeko was carried out. Documentation analysis was also carried out to examine the planning documents that had been prepared by Bappeko. The collected data were analyzed qualitatively with a triangulation approach to ensure the validity and reliability of the research results. Triangulation was carried out by comparing the results of interviews, observations, and documentation to obtain a more comprehensive understanding of Bappeko's performance. This study also uses SWOT analysis to identify the strengths, weaknesses, opportunities, and threats faced by Bappeko in regional development planning.

The results of the study indicate that Bappeko of Mojokerto City has implemented participatory and inclusive planning by involving various parties through the Development Planning Deliberation (Musrenbang) forum. The active participation of the community and other stakeholders in the Musrenbang process reflects Bappeko's efforts to ensure that every development plan is based on the real needs of the community. The use of accurate data also helps in identifying development priorities and designing targeted programs. However, this study found that there are still challenges in terms of improving human resource competency and optimal utilization of information technology. Therefore, the recommendations given in this study include periodic training for Bappeko employees and the development of a more sophisticated management information system to support the development planning and evaluation process. Thus, it is hoped that Bappeko's performance in regional development planning can continue to be improved so that it can make a significant contribution to the development of Mojokerto City as a whole.
