Abstract
This research aims to see how the collaboration process in the implementation of the Social Inclusion-Based Library Transformation (TPBIS) program to improve the Community Literacy Development Index in Magelang District. The background of this program is the low level of literacy in Indonesia which made the National Library create a priority program that can strive to increase the literacy index in Indonesia. The Social Inclusion-Based Library Transformation Program (TPBIS) is listed in the National Library Regulation Number 3 of 2023. One of the goals of the program is to make the library a place for lifelong learning and make the library function properly, so that with the productivity activities in the library that are participated in by the community, it can later increase the literacy index through community visits to the library, besides that it also provides welfare to the community by gaining knowledge through training activities. The research method used is descriptive qualitative research using data analysis techniques that refer to the research object of Ansell and Gash's collaborative governance theory. The result of this research is that the collaboration process carried out by the Library Service with stakeholders is influenced by the commitment that is always maintained and strengthened by each institution by providing participation in the form of budget, facilities and infrastructure and resource persons to fill the training. The process of program implementation is supported by stakeholders and based on applicable regulations so that implementation can be carried out even though it is a little constrained in the budget but the library always strives and produces program implementation every year. Openness is done by publicizing every activity that has been carried out on social media or print media.
