Abstract

The change of times from the Westphalian era to the Post Wesphalian era has caused transnational actors such as INGOs, interest groups, local governments, and even individuals to increasingly show their identity as global actors. The world is increasingly limitless, marked by the increasingly fading regional boundaries that previously separated one country from another. Paradiplomacy is the transmission of bilateral cooperation between one country and another to the local government which becomes the locus of cooperation. In Indonesia, paradiplomacy activities have existed since pre-autonomy times. The Yogyakarta Special Region Regional Government was one of the first non-state actors in Indonesia to establish foreign cooperation with Kyoto Prefecture as its foreign partner in mid-1985. The Region has a strong commitment to improve its community welfare through regional development. One of the implementations is demonstrated through the collaboration with other overseas partners such as Gangwon-do, Gyeongsangbuk-do, Shanghai, Victoria and Yamanasi. The author uses descriptive-qualitative research methods to gain direct social understanding through interviews and experiences interacting with sister cooperation managers within the Region. Therefore, this research aims to analyze the evaluation of sister province cooperation between the Yogyakarta Special Region Government and the State of Victoria, Australia in the field of Culture to build the cultural understanding of both communities, as stated in the MoU concerning friendly cooperation.
