Abstract
As the number of motor vehicles increases each year without corresponding road infrastructure, coupled with human negligence, traffic accidents often occur. Traffic accidents where the perpetrator does not take responsibility, leaving the victims without stopping their vehicle, providing assistance, or reporting to the police, are termed hit-and-run accidents. Hit-and-run incidents pose a significant issue that needs to be addressed due to their immoral nature and harm to others. The objectives of this study are twofold: first, to identify the factors influencing the police in solving hit-and-run traffic accident cases in Kediri city; second, to understand the efforts made by the police in solving these cases. The research methodology employed is socio-legal (juridical-sociological), using data collection methods such as interviews and literature review, and qualitative descriptive data analysis. The research findings indicate that firstly, the low rate of solving hit-and-run cases is influenced by internal factors including inadequate human resources in terms of both quality and quantity, insufficient facilities, and inadequate budget support. External factors include societal culture contributing to a low awareness of legal obligations among the populace. Secondly, efforts made by the police involve enhancing the quality and quantity of human resources, conducting public education and empowerment, coordinating with transportation authorities, and handling hit-and-run incidents on the ground through crime scene investigation, coordinating with all local police stations and traffic posts for roadblocks and pursuit when accurate perpetrator identities are obtained, followed by a series of investigative actions.
