PERAN DPRD DALAM PENGAWASAN PENYELENGGARAAN lAYANAN ADMINISTRASI KEPENDUDUKAN DISDUKCAPIL KABUPATEN TRENGGALEK

Population administration services in Trenggalek Regency face several problems, including tax collection, scalper practices, and the length of the process of managing documents such as the management of Identity Card (KTP) and Keliarga Card (KK) files. The research entitled "The Role of DPRD in Supervision of Population Administration Services Disdukcapil Trenggalek Regency". The purpose of this study is to find out how the role of the DPRD in supervising the implementation of Disdukcapil Population Administration services. And to find out what are the inhibiting factors of the DPRD in supervising the implementation of population administration services Disdukcapil Trenggalek Regency.
Theories according to James Madison, in accordance with his political thinking, tend to be related to the concept of "checks and balances" or checks and balances of power between branches of government. Madison believed that to prevent abuse of power, each branch of government should have the ability to oversee and control other branches of government. This research method is descriptive qualitative, which means that this research is carried out with a more in-depth approach to the phenomenon or object under study. The descriptive approach focuses on collecting and analyzing detailed data to describe or explain the characteristics, behaviors, or conditions of the research subject.
Based on the results of the study, the Trenggalek Regency DPRD plays a fairly good role in supervising Disdukcapil Population Administration services. Commission I of the Trenggalek Regency DPRD routinely holds Commission Meetings with commission partners such as Disdukcapil, Mening Deh activities with the Regent are one of the direct supervision carried out by Commission I of the Trenggalek Regency DPRD. The obstacle experienced by Commission I was the large number of commission partners, making it difficult for comprehensive supervision. As well as the lack of integrity of Commission I members is shown by some inactive commission members, reducing the effectiveness of supervision. Commission I sought to address this by improving communication, strengthening responsibility, and putting community interests above group political interests.
