Abstract

This thesis discusses how to implement article 4 letter F of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline in the City of Pontianak. The background to this problem is that Civil Servants are supposed to obey working hours and every Civil Servant is obliged to come, carry out their duties, and go home according to the provisions of working hours and not commit fraud, one of which is truancy during working hours. Because discipline is very important to maintain order in implementing working hours provisions.
Based on the above background, the problem formulation taken is (1) How to apply Article 4 letter F in government regulation Number 94 of 2021 concerning Civil Servant Discipline in the Pontianak City Regional Civil Service Agency Office (2) What factors are obstacles and supports for employee discipline Civil Affairs in Pontianak City?
Writing this thesis uses empirical juridical research to obtain information and data in order to answer the problems in this research, namely data directly obtained from the field. The reason for selecting the location at the Pontianak City Regional Civil Service Agency is because the Pontianak City BKD is a government institution with authority in the field of personnel. especially in the field of Civil Servant discipline. The data used are primary and secondary data, for data sources from data obtained from interviews and observations. The data analysis technique uses descriptive qualitative, namely by describing in detail the data obtained.
From the results of research that has been carried out, the implementation of article 4 letter F of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline is not in accordance with the reality in the field because there are still many cases of disciplinary violations committed by civil servants in the City.
