TINJAUAN YURIDIS EMPIRIS TENTANG PENYALAHGUNAAN FASILITAS NEGARA TERHADAP PENGGUNAAN KENDARAAN DINAS OPRASIONAL MOBIL SIAGA DESA SECARA PRIBADI OLEH PERANGKAT DESA (STUDI DI DESA MENTAOS DAN GAMBIRAN KABUPATEN JOMBANG)

An official car is a state property that is not used for personal interests or deviant
activities, but rather to support the work, especially of village officials. In reality, the
use of operational official cars is widely misused. Village Alert Cars in the form of
ambulances in Jombang Regency are used for personal needs such as family and
business needs, not to support the operation of health equipment. In this research the
author uses empirical juridical methods, by conducting direct research in the field and
using interview and documentation techniques. Based on the research results, it shows
that the operational system for using Village Alert Cars is not yet effective in
accordance with official vehicle regulations and there is a lack of supervision from the
community, resulting in losses for the government. The legal basis for the use of official
vehicles is regulated in Menpan Circular Letter Number 357/M.PAN/12/2001 which
states that operational service vehicles in each agency may not be used outside of
official needs. It is hoped that community participation in supervision will be more
courageous and responsive in submitting complaints regarding misuse of operational
service vehicles via the SP4N-LAPOR application! which has been given by the
Jombang Dinkominfo.
