Abstract
The existing regulation concerning civil service discipline is outlined in Government Regulation No. 94 of 2021 Regarding Civil Service Discipline Towards Improving the Performance of Civil Servant Teachers. The reality is that many civil servants lack discipline in their work, particularly regarding attendance and adherence to working hours. This formulation addresses the effectiveness of improving teacher performance and the supporting and inhibiting factors related to Article 4 concerning teacher performance discipline. This paper aims to examine civil service performance and identify supporting and inhibiting factors regarding the effectiveness of civil servant teacher performance at MAN 1 Jembrana, Bali, in accordance with Article 4, letter f of Government Regulation No. 94 of 2021 regarding Civil Service Discipline. The method used by the author is a juridical-sociological method, where primary data is obtained from interviews with the School Principal, Vice Principal for Curriculum, and Head of Administration. The research results at MAN 1 Jembrana are quite good, but there are still individuals who violate discipline. The supporting factor for effectiveness is the monitoring and supervision from superiors, while the inhibiting factor is the lack of professionalism among employees. The conclusion and suggestion of this paper are that Government Regulation Article 4, letter f of 94 of 2021 concerning Civil Service Discipline has been effective in improving discipline and employee performance at MAN 1 Jembrana. However, efforts are still needed to continuously improve the quality of facilities, enforce regulations, and involve the community in supporting the successful implementation of these rules. With better understanding, intensive supervision, and periodic evaluation and improvement, it is hoped that this regulation can be more effective in improving the discipline and performance of Civil Servant Teachers at MAN 1 Jembrana.
