Abstract
This research focuses on analysis of policy implementation regarding the implementation of the Online Population Administration Registration Service at the Gresik Regency Population and Civil Registration Service. The background to the emergence of this innovation is the realization of Minister of Home Affairs Regulation Number 7 of 2019 concerning online population administration services. In this writing, the author uses a qualitative descriptive method, where data is obtained from observation studies, interviews and documentation. Researchers use Van Meter and Van Horn's policy implementation theory. Where there are six indicators that are supporting factors for the implementation of policies regarding the implementation of POEDAK at the Population and Civil Registration Service of Gresik Regency. The results of the research show that the Population and Civil Registration Service of Gresik Regency has implemented the policy regarding POEDAK and has met the six indicators proposed by Van Meter and Van Horn regarding supporting factors for the implementation of a policy, namely Policy Target Standards, Resources, Inter-Organizational Communication, Characteristics of the Implementing Organization, Social, Economic, Political Conditions, and Disposition or Attitude of the Implementers. However, there are also several obstacles, including the approval system and service processes carried out by POEDAK operator employees having to be double tracked so that when compared between the workload and the number of operator employees it is still less effective. The advice given by researchers to the Population and Civil Registration Service of Gresik Regency is that they must carry out an evaluation of the existing system at POEDAK to summarize the approval of applications and the service process.
