PENJARINGAN ASPIRASI MASYARAKAT PADA MASA RESES DPRD KOTA MALANG DALAM PENYUSUNAN PROGRAM PEMBANGUNAN PADA APBD TAHUN 2021

The DPRD carries out the aspirations of the community in carrying out its duties and functions, which are regulated in Law Number 23 of 2014 concerning Regional Government, which makes the DPRD a part of regional government administration side by side with the regional government and has the authority to form regional regulations (legislation), supervision, and budgeting. DPRD must be able to maintain sustainable relations with the community in order to carry out this function. This research uses a qualitative type. Where to collect primary data and secondary data. For primary data itself, namely data collected from direct research at the internship location, namely the Malang City DPRD Office, primary data can be obtained by observation or interviews with members of the Malang City DPRD. Secondary data in this research is data collected based on reports or documents. In 2021, the Malang City Government has prepared a regional development program plan, especially infrastructure development to improve community welfare.
The Malang City Government has developed a strategy, many of which have initially been realized through various development programs so that the absorption of the infrastructure capital expenditure budget in Malang City is said to be quite effective. The absorption and collection of community aspirations by the Malang City DPRD is carried out through Hearing Meetings and through recesses through the RDP, which is the stage of listening to the aspirations of the community in groups in the constituent areas which can be followed up with the DPRD's main ideas institutionally. The recess activity technique requires direct assistance from Bappeda in this regard. The aim is that the aspirations of the community conveyed to DPRD members can be properly collected.
