Abstract

Electronic citation, also known as Electronic Traffic Law Enforcement (ETLE), is a traffic law enforcement system utilizing advanced technology such as CCTV cameras installed at specific locations or on police patrol vehicles. The issuance of citations and confirmation of traffic violations committed by offenders under electronic citation implementation are conducted through electronic media or dispatched via courier services. This raises the question of whether the enforcement targets are effective, especially considering the prevalence of offenders using unidentified vehicles. The aim of this research is to investigate the implementation of electronic citation in Tuban Regency and assess the effectiveness of traffic citation issuance based on the electronic citation system in Tuban Regency. This empirical research adopts a juridical-sociological approach, gathering data through interviews and observations and analyzing it qualitatively and descriptively according to legal regulations. The findings indicate that the implementation of electronic citation in Tuban Regency is not fully effective when assessed based on legal effectiveness theory, although all procedural aspects adhere to applicable traffic laws.
