Abstract

As a systemic crime, corruption can be classified as a special/extraordinary crime or criminal act, in terms of its actions and its impact on the wider community. Currently, corruption has targeted various government bureaucracies, both at the central and regional levels, starting from petty corruption to grand corruption. Corruption in government bureaucracy, especially at the village level, becomes fertile ground for Village Heads to carry out various abuses of authority, such as in matters of administration in the land sector. Bekasi Regency is an example of bureaucratic corruption in the village government structure with the criminal act of corruption committed by the Head of Lambangsari Village, Tambun Selatan District, in terms of the administration of PTSL (Complete Systematic Land Registration) for Fiscal Year 2021 by committing corruption starting from IDR. 400,000,- (four hundred thousand rupiah) per plot of land. To answer this problem, this research uses a normative juridical approach method, the results of data obtained directly from Decision Number 88/Pid.Sus-TPK/2022/PNBdg, as primary material, such as interviews and direct information from the residents of Simbolsari village, literature such as legislation, books, journals, scientific works and articles as secondary materials, dictionaries and encyclopedias as tertiary materials.
