Abstract
Enforcement in the implementation of compulsory education which is at least stated in Indonesian Law Number 20 of 2003 Article 5, every citizen has the same right to obtain quality education. The problems of the education office (Dinpen) related to policy planning to overcome school dropouts, supporting and inhibiting factors are serious problems. The Batu City area, where the author conducted the research, also has a related regulation, Local Regulation Number 17 of 2011 concerning the Education Implementation System to bind the foundations and policies that exist in the Batu City Government in organizing education. This paper aims to find out the efforts made by Dinpen Batu City, as well as to find out the supporting and inhibiting factors experienced by Dinpen Batu City in overcoming the problem of fulfilling children's rights to education for school dropouts. The research method used in this writing is the sociological juridical method, expected from this approach, how the law is empirically studied as a variable in various social lives. The results of Dinpen in Batu City attempt to overcome the problem of school dropouts with various steps. Directing schools to provide benches for children who want to return to school, conducting routine monitoring, and working with the community to raise awareness of the importance of education. In addition, the BOS program eases the burden of education costs. Supporting factors for education enforcement include instilling discipline, religious values and providing facilities. The inhibiting factors include family economic problems, early marriage, lack of parental attention, and non-optimal school financial financing that slows down the handling. The conclusions and suggestions in this paper are that Dinpen works hard starting from appealing, monitoring and collaborating with elements of society as a prevention of school dropouts. Supporting factors such as discipline, religious values, adequate school facilities, and the BOS program help reduce dropouts. Economic problems, early marriage, lack of parental attention and lack of financing are the main obstacles. It takes elements of the surrounding community to provide synergy in development activities and definite steps to create a good educational environment.
