Abstract

The problem of this thesis is the circulation of cosmetic products containing hazardous ingredients traded on marketplace platforms that can harm consumers. This study aims to determine how the effectiveness of BPOM Denpasar Supervision as a consumer protection organizer on the circulation of cosmetics containing hazardous ingredients on marketplace platforms and what factors are the supporters and obstacles of BPOM Denpasar in conducting this supervision. This type of research is descriptive research with a qualitative approach. Data collection techniques are carried out by interview, observation, and literature study. The research method used in the method of this thesis research is the type of empirical legal research. The results showed that the supervision carried out by BPOM Denpasar was still considered ineffective because there were still many cosmetic products found with dangerous ingredients on the marketplace platform. Supervision is assessed by supervision indicators, namely accurate, timely, objective and comprehensive, centered on strategic supervision points, economically realistic and accepted by members of the organization. Where the factors that support BPOM Denpasar in conducting supervision are the cooperation carried out with related agencies, while the inhibiting factors are limited Human Resources (HR) in conducting supervision, sanctions given are not firm, socialization is not comprehensive, lack of public knowledge regarding cosmetic products containing hazardous ingredients, and there are still many people who want to change their appearance with instant results.
