Abstract
Inclusive education policy is an effort made by the government to provide equal opportunities for children with special needs to access education in public schools, develop their potential and avoid discrimination and respect differences. SDN 2 Kilensari is one of the public primary schools that organizes the inclusive education policy. This study aims to describe and analyze the implementation of the inclusive education policy for children with special needs at SDN 2 Kilensari, Panarukan Subdistrict, Situbondo Regency and analyze the obstacles faced by SDN 2 Kilensari in implementing the inclusive education policy. This research uses a qualitative approach with a descriptive type. The data collection techniques used were observation, interviews and documentation. Data analysis techniques used include data condensation, data presentation, and conclusion drawing/verification. The results showed that SDN 2 Kilensari in implementing the inclusive education policy is still not optimal in its implementation. In terms of teaching staff, SDN 2 Kilensari does not have special mentor teachers for students with special needs and the infrastructure owned by SDN 2 Kilensari does not meet the needs of students with special needs. Constraints faced by SDN 2 Kilensari in implementing the inclusive education policy include resistance from guardians of regular students, communication with children with special needs and the absence of a special mentor teacher.
