Abstract
Poverty is one of the phenomena that happen around us. This has triggered an increasing number of homeless and beggars. If it is not balanced with the process of improving work skills, then homeless and beggar behavior will be widespread. The study aims to determine the degree of effectiveness of the skills mentoring program available at the UPT Social Rehabilitation Construction Works and the factors that influence it. To obtain data for this research, use qualitative research with a descriptive approach. This research will also use observation techniques, interviews, and documentation. The results of the research show that the level of effectiveness of the skills guidance program in UPT Social Rehabilitation Construction Works Assurance is still not effective. This is because the assessment of the indicators of efficiency, according to Edi Sutrisno (2007), has not been met. What is hindering is the lack of human resources that matches some of the existing skills programs, as well as a lack of up-to-date skills guidance programming. And the supporting factors are the availability of instructors, the availability of resources and supplies, and the inner desire of the beneficiaries to perform a high level of activity so that many of them take part in the skill program.
