PEMBERDAYAAN MASYARAKAT MELALUI PENGUATAN SOFT SKILL DAN HARD SKILL BAGI PESERTA DIDIK: KONSTRIBUSI DALAM MENGATASI MASALAH PENGANGGURAN (Studi di Unit Pelaksana Teknis Balai Latihan Kerja Pasuruan)

Pasuruan Job Training Center (BLK) UPT as a place for Competency Free Training (PBK) and as a place for non-formal education provides facilities in the form of providing competency-based training programs in the form of strengthening soft skills and hard skills for the public at no charge, supported by providing adequate facilities and infrastructure. In one year there are 5 waves of training with 23 vocational training packages which are opened differently at each wave according to the needs at the time the wave is opened. All programs, both soft skills and hard skills, are guided by the Indonesia National Work Competency Standards (SKKNI) and in determining the material have passed the Training Need Analysis (TNA) stage. This research uses a qualitative research approach with a descriptive research type which aims to provide a detailed picture, description and validation of community empowerment held by UPT BLK Pasuruan. The results of this research show that the existence of a Job Training Center (BLK), one of which is UPT BLK Pasuruan, is able to contribute to overcoming the problem of dehydration, looking at the number of students each year who can be absorbed in work and entrepreneurship. In line with this, it can be understood through the theory of community empowerment by Jim Ife that empowerment provides resources, opportunities, knowledge and skills to the community so that students can improve their abilities in determining the future. In this theory there is a pluralist perspective, a structuralist perspective and a post-structuralist perspective which is in accordance with the community empowerment that exists at UPT BLK Pasuruan.
