Abstract

The Good Government policy is an effort to develop government system management in improving the quality of public services in general government functions so that they are integrated, efficient and effective. Highlighting the implementation of the Employee Performance Assessment System at the Malang City BKPSDM Office as a strategic step in increasing the efficiency and effectiveness of ASN performance management. Based on the theoretical principles of program effectiveness, this research focuses on 3 indicators, namely appropriate policy, appropriate implementation, and appropriate target. This research uses descriptive research with a qualitative approach. Data collection techniques in this research used structured interviews and documentation, and the data sources used were primary data and secondary data. The data analysis techniques used in this research are data reduction, data presentation and drawing conclusions. The research results show, 1) Appropriate policy indicators, implementation of Employee Performance Targets (SKP) are in accordance with Government regulation no. 30 of 2019, helps speed up and simplify the performance reporting process which is urgent to improve work quality. 2) Appropriate indicators for implementing, BKPSDM Malang City is ready to support the implementation of the SKP program with adequate facilities. Commitment to continue to improve for the continuity of the program is also visible, showing readiness to support performance implementation, and 3) On-Target Indicators, the achievements obtained by the Malang City BKPSDM office based on the results of the SKP Assessment Report for the 2022 Annual Period, showing a title with good results and very good. This assessment system is considered a positive first step in improving the efficiency and effectiveness of ASN management. This program encourages increases in the quantity and quality of employee performance, as well as providing more objective measurements.
