Abstract

The implementation of the 2019 elections in Sumenep district is faced with several problems related to the lack of accessibility of voting, limited data, and problems regarding the lack of friendly services from polling officers at polling stations, which has implications for the low participation of the elderly and disabilities. Statistically, the problem of the elderly lies in the lack of education level of the elderly themselves, according to the survey one third of the total elderly in Sumenep District reported that they had never been enrolled in formal school at all, and only 8% had studied up to high school / equivalent, and 4% of the elderly who had experienced education in college. This means that education about elections must be delivered in a simple way, in addition to the physical condition that has decreased is also an obstacle for the elderly to vote. While the problems faced by people with disabilities are related to the lack of accessibility at polling stations. this makes disability participation in Sumenep District in the 2019 elections only 24.86%, this figure is the second lowest of the four districts on Madura Island other. This study aims to see the extent of the Sumenep Regency KPU's efforts in implementing increased accessibility for the elderly and disabilities in the 2024 elections.
The research method used in this research is qualitative with a descriptive approach. Researchers use William Dunn's policy implementation theory as a benchmark in the elements of KPU policy implementation. Including the achievement of targets related to increasing the accessibility of the elderly and disabilities in the form of programs and technical implementation of voting. The task of the local government in this regard is to implement KPU RI policies by supporting each other and favoring the needs of the community, especially the elderly and disabilities.
The results showed that, the implementation of policies regarding the Voting and Counting of Votes in the elections of the General Election Commission of Sumenep Regency has been maximally implemented, this is evidenced by the level of community participation in the 2024 elections reaching 90% although there are still some notes in future program improvements. KPU as an implementor needs to conduct an evaluation related to election organizers at the TPS level in order to maintain and further maximize the implementation of inclusive elections.
