Abstract
Novice voters do not know enough about electoral information, they do not know how the electoral stages are and do not know how to use their voting rights in general elections, giving rise to an apolitical attitude or a generation that is not interested in politics. This needs to be a concern because the feeling of not being represented can lead to disappointment and apathy. Novice voters have the view that politics is full of various interests, using instant political practices. They also think that political actors and elites are still dominated by conservative groups with conventional political work, have no innovation in politics and are only interested in perpetuating power. An apathetic and skeptical attitude towards the political world that makes them apolitical as a form of criticism of politics.
This research uses a qualitative method with a descriptive approach using Milbart and Goel's political participation theory which states that political participation is categorized into three, namely gladiators, spectators and apathetic. This is a benchmark in community participation activities in the political world. This includes the strategy used by the KPU in increasing the political participation of novice voters. Data collected through observation, interviews and documentation.
The results of the study show that the Batu City General Election Commission conducts political socialization by utilizing social media as a forum for online and face-to-face socialization with the KPU Goes To School program and also the beginner voter education strategy by utilizing props as a means of education and also using prize seminars as a mass attractor so that they want to take part in activities and are also expected to increase the level of community participation in general elections. There is an increase in public participation in the 2024 Election by 3.5% from the previous election. This proves that the Batu City KPU is said to be successful in implementing its strategy to increase the political participation of novice voters.
