Abstract
The initial step is that individuals/research institutions are required to arrange permits for research activities first to obtain permission to access government data and sources, guarantee protection, for smooth field implementation, issued by the National Unity and Political Agency. Accountability is considered important to improve service provision. As a public service organization, the assessment of BAKESBANGPOL Batu City services is left to the community. Currently, we provide survey and internship permit registration services manually. This is certainly not effective because all existing activities require a long time. The aim of this research is to determine the practice of public service accountability and the obstacles/barriers to research permit services at BAKESBANGPOL in Batu City. This study used descriptive qualitative method. Data collection was carried out by means of interview observation and documentation. The results of this research show that in the assessment aspect of the Community Satisfaction Index (IKM) Bakesbangpol received an A (Very Good) rating, however, gaps or discrepancies occurred due to differences in the data with what occurred in the field. In fact, the basic indicators and principles of accountability in the implementation of research permit services do not run optimally, such as online website access that is still not up to date, timeliness of service SOPs, service fees that still burden service recipients and the quality of work equipment and infrastructure that does not keep up with developments in Era 4.0.
