Collaborative governance in this research is cooperation or business development that exists between the Panggangepus Village government and KUD, the community and the private sector. The existence of this collaboration is a result of the milk production of farmers in Kandang Tepus Village being hampered by problems with productivity and the quality of the milk produced so the price is cheap. To overcome this problem, KUD Tani Makmur collaborates with dairy farmers to jointly provide guidance to farmers, to improve the quality and quantity of milk so that it meets the requirements to enter the industry in order to overcome the problems that occur.
This research is qualitative research with descriptive analysis, data collection techniques using interviews, observation and documentation. The samples as informants were the Village Head, Cooperative Chair and Farmer Group Chair. The data analysis technique uses Miles and Huberman's interactive data analysis techniques. The theory used in this research is the Collaborative Governance Ansell & Gash theory.
The results of the research show that Collaborative Governance in developing dairy cattle businesses has gone well. The Collaboration Process begins with face to face dialogue between dairy farmers, the Tani Makmur Cooperative and the Village Government as mediator. Dialogue is carried out through formal meetings at annual member meetings and regular meetings with Farmer Groups. Trust building is formed when face to face dialogue is carried out, by building a good image between the community, government and the Tani Makmur Village Unit Cooperative to support success in developing dairy cattle. In terms of Commitment to the process, the Village Government, the livestock community, and the Tani Makmur Village Unit Cooperative share a mutual commitment. The Village Government depends on the private sector in developing the dairy business, the farming community relies on the private sector to make it easy to sell milk products, then the Tani Makmur Village Unit Cooperative as a private sector needs dairy farmers. Share understanding in collaborative development of dairy cattle business has been carried out well with an understanding of common goals, understanding the role of each stakeholder. Intermediate outcomes (temporary results) from the Dairy Cattle Business development program are that the farming community gets convenience in the process of selling the dairy milk they produce, and in their place there are also holding posts without going directly to the Village Unit Cooperative. However, in its implementation there are also inhibiting factors such as the lack of awareness of dairy farmers regarding environmental cleanliness, both the cleanliness of the pen and the cleanliness of the livestock itself.
