PERENCANAAN PARTISIPATIF DALAM PENYUSUNAN RENCANA KERJA PEMERINTAH DAERAH (RKPD) KOTA BALIKPAPAN TAHUN 2023

The formulation of the Local Government Work Plan (RKPD) is an essential step in directing future regional development. In the process of preparing the RKPD, a participatory approach becomes an effective method to be employed as it can accommodate the needs and issues of the community. However, community involvement in the RKPD formulation often becomes merely a justification fo the regional development process, without granting them an active and genuine role in determining the direction of the development. This research aims to examine participatory planning in the formulation of the Local Government Work Plan (RKPD) of Balikpapan City for the year 2023, based on four aspects of participatory planning as proposed by Wicaksono and Sugiarto: community-focused, participatory, synergy, legality. This research adopts a qualitative approach with a descriptive research design. Data is collected from both secondary and primary sources. The result of the research indicate that the formulation of the Local Government Work Plan of Balikpapan City 2023 is not fully participatory because the planning focus does not entirely accommodate community proposals and not all representative pf the community were present during the Musrenbang. Moreover, the community representative attending the Musrenbang did not have the oppurtunity to speak and provide feedback. These contraints are generally due to limitations in time, venue, and budget. Therefore, there is need fo rimprovement in the stage of participatory planning through Musrenbang to enhance community involvement.
