Abstract

This article discusses Indonesia's efforts to fund the Ambon New Port project in Maluku together with Japan. This research is descriptive in nature to explain how Indonesia's efforts to choose Japan to collaborate in funding the ANP port project in Maluku and describe or explain the things behind how Indonesia chose Japan to fund the ANP project in Maluku. This research uses the Rational Actor Model in which the government or a country will choose a foreign policy option or foreign policy options to achieve its interests or maximize its national goals. In this case, the actions taken by the state were obtained in four stages, namely, first, the goal to be achieved where Indonesia would build the ANP port project in Maluku. Second, alternative options where Indonesia has several foreign policy alternatives, namely choosing Japan or China as partners in funding the ANP project in Maluku and choosing international financial institutions such as the Asian Development Bank (ADB) to support the development of ANP in Maluku. Third, the consequences where each policy alternative has advantages and disadvantages. Fourth, the choice where Indonesia will choose a policy with the greatest benefits and smallest losses will lead to optimal national goals. Indonesia chose Japan as a partner in the ANP project funding cooperation in Maluku because Japan has optimal advantages compared to other policy alternatives, such as China and ADB due to several factors including bilateral relations between Indonesia and Japan, Japan's commitment to contribute to Indonesia, Japan's history in development. in Indonesia, and Indonesia-Japan strategic relations in the maritime sector.
