Abstract

This study aims to analyze the management mechanism of the Among Tani Central Market in Batu City through the lens of Local Social Governance (LSG) and Jürgen Habermas's Theory of Communicative Action. The primary focus of this research is to evaluate the extent to which the physical modernization of the market is proportional to the quality of participatory social governance. The research method used is descriptive qualitative with a case study approach. Data collection was conducted through field observations, in-depth interviews with the Market Management Unit (UPT) and traders, and documentation studies. The results show that the management of the Among Tani Central Market is still dominated by bureaucratic strategic actions that trigger the colonization of the traders' lifeworld. This is identified from zoning policies and digitalization programs that tend to be instructive (top-down), thus creating communication distortions. However, this study also reveals the phenomenon of "hidden labour" by traders as a form of informal local control that maintains market sustainability. This study concludes that ideal market management requires a transformation from strategic action toward communicative action to create inclusive governance in accordance with the pillars of Neighborly Governance.
