Abstract

Drug abuse is a crime with a relatively high recidivism rate in the correctional system. This condition demands effective supervision of correctional clients after serving their sentences. This study aims to analyze the supervision efforts of Community Guidance Officers (PK) towards correctional clients with drug abuse in preventing recidivism and to identify obstacles in its implementation at the Class II Bojonegoro Correctional Institution (BAPAS). This study uses empirical legal research methods with statutory, conceptual, and sociological approaches. Data were obtained through interviews, observation, and documentation, then analyzed qualitatively and descriptively. The results show that supervision by Community Guidance Officers (PK) towards drug clients at the Class II Bojonegoro Correctional Institution (BAPAS) is normatively in accordance with Law Number 22 of 2022 concerning Corrections through personality and independence guidance oriented towards social reintegration. However, its effectiveness is not optimal due to limited human resources, high workload, the absence of technical SOPs, and suboptimal support for facilities, budget, and an integrated monitoring system. Furthermore, low family participation, societal stigma, and a weak legal culture among clients also hamper the social reintegration process. This situation reflects the failure to meet the requirements of legal effectiveness as outlined by Soerjono Soekamto, necessitating strengthening regulations, judicial review capacity, infrastructure, and a community-based approach to legal culture.
