Abstract

The Indonesia Smart Program (Program Indonesia Pintar, PIP) is a strategic initiative by the government aimed at improving the quality of education and reducing school dropout rates, particularly among underprivileged families. By providing the Indonesia Smart Card (Kartu Indonesia Pintar, KIP), this program not only supports participation in basic and secondary education but also serves as a tangible effort to break the cycle of poverty through equitable access to education.
The objective of this study is to assess the effectiveness of the Indonesia Smart Card (KIP) Program in enhancing junior high school education in Malang City and to identify the supporting and inhibiting factors in the implementation of this policy for junior high school students in the area. The research employs a qualitative descriptive method. Data collection techniques include interviews and documentation, while data analysis involves data collection, data condensation, data presentation, and conclusion drawing.
The findings indicate that the KIP program has proven effective in improving access to and the quality of education for students from disadvantaged families. With support from schools, counseling teachers, and principals, the program has successfully reduced dropout rates, alleviated parents' financial burdens, increased students' learning motivation, and fostered educational equity. Supporting factors for KIP's success include detailed data from the Educational Data and Information System (dapodik) and trust from parents and students regarding fund utilization. However, challenges such as changes in program mechanisms, delays in fund disbursement, and difficulties in verifying fund usage require further improvements. Overall, KIP has had a significant impact on promoting equitable education in Indonesia.
