Abstract
The circulation of alcoholic beverages is still being bought and sold illegally, in this case there is no conformity with the applicable Regional Regulations. Therefore, the role of relevant officials and individuals plays an important role in the supervision and control of alcoholic beverages in the city of Mojokerto. The aim of this research is to determine the effectiveness of monitoring and controlling the distribution of alcoholic drinks based on Mojokerto City Regional Regulation Number 2 of 2015, and to determine the factors that are obstacles in monitoring and controlling the distribution of alcoholic drinks based on Mojokerto City Regional Regulation Number 2 of 2015. Method The research used is a sociological juridical approach with analytical descriptive research specifications based on empirical data supported by secondary data studied using qualitative analytical methods. The results of research on the effectiveness of controlling alcoholic beverages are not yet fully effective by referring to Soerjono Soekanto's theory of effectiveness which states that a law is effective or not, which can be seen from 5 factors, namely the legal factor, namely Mojokerto City Regional Regulation Number 2 of 2015 which can be said to be effective because it regulates supervision and control of alcoholic beverages, law enforcement factors that are not yet effective due to lack of time for control scheduled by law enforcement officials, lack of strength of law enforcement officials to reach all areas in the city of Mojokerto, infrastructure factors not yet effective because there is no crime laboratory that makes investigations easier, community factors are not yet effective because the community is less supportive and culture is not yet effective because of the emergence of new habits that form a new culture
