Abstract
The Joint Business Group (KUBE) is a social assistance program initiated by the Ministry of Social Affairs of the Republic of Indonesia, specifically under the Directorate General of Social Empowerment and Poverty Alleviation. The KUBE program is intended to empower poor communities and reduce poverty levels.
This study aims to evaluate the effectiveness of the community empowerment program through the Joint Business Group (KUBE) and to identify the factors hindering the success of this program in Bulungan Regency, North Kalimantan. The theoretical framework used in this research is the effectiveness theory proposed by Budiani, which includes four indicators: program targeting accuracy, program socialization, achievement of program objectives, and program monitoring. This study uses a descriptive method with a qualitative research approach.
The findings of this study indicate that the effectiveness of the community empowerment program through KUBE in Bulungan Regency, North Kalimantan, has not been successful. This is evidenced by the failure to meet the four indicators, which serve as benchmarks to assess the effectiveness of a program.
