Abstract
Women and violence are two things that are interconnected. When they enter the household, women remain the targets of violence that is not only physical, but also psychological, sexual, and neglect. Responsibility for victims of violence is not only in the scope of law enforcement. However, outside of law enforcement agencies, the government also has the same role in protecting victims of violence. One of them is the Women's Empowerment and Child Protection Service or (DP3A). The government through the Women's Empowerment and Child Protection Service (DP3A) can take steps to overcome and resolve domestic violence problems by bringing together the parties involved. The resolution using this method is usually called non-penal mediation. So based on this, the researcher raised the following problems: 1) How is the implementation of mediation carried out by the Malang Regency DP3A as an effort to handle cases of women victims of domestic violence? 2) What obstacles did the Malang Regency DP3A face during the process of implementing its mediation efforts? The method used in this study is the empirical legal approach method (sociological) with data collection techniques through observation of the target object, interviews, literature studies and documentation. The findings of the study indicate that the Women's Empowerment and Child Protection Service (DP3A) of Malang Regency has made full efforts to implement protection for women and children in accordance with its duties and functions. However, efforts to handle domestic violence have not yet reached the words effective and comprehensive. The obstacles that hinder DP3A in seeking mediation services lie in the form of mediation results that have not provided a sufficient deterrent effect, human resources in the UPT PPA section, facilities and infrastructure and the condition of community thinking that has not fully developed. Related to this research, the author recommends that in the future DP3A Malang Regency can conduct further evaluations regarding the involvement of law enforcement, human resources, facilities and infrastructure and periodic socialization plans in its community. Because without any improvement, the mediation problem will not change.
