Abstract
Saudi Vision 2030, launched by Muhammad bin Salman (MBS), is a long-term plan aimed at diversifying the economy to reduce its dependency on the oil sector. This study aims to analyze the underlying factors of the Saudi Vision 2030 policy using the National Interest (NI) Concept approach within the dimensions of physical, political, economic, and cultural identity. Furthermore, the impact of Saudi Vision 2030 will be analyzed using the Theory of Social Change, which is divided into four stages: discovery, dissemination, adjustment, and stabilization. Data for this study were collected through literature review and presented in an explanatory manner. The findings of this study indicate that MBS launched the Saudi Vision 2030 policy with NI reasons reflected in the three pillars of Saudi Vision 2030: "An Ambitious Nation" reflects NI in physical identity by strengthening the political and administrative foundations of the state, which impacts the enhancement of territorial integrity; "A Thriving Economy" reflects NI in political and economic identity through resilient policy reforms and economic diversification; "A Vibrant Society" reflects NI in cultural identity by focusing on strengthening national and cultural identity through the development of a dynamic society. Additionally, based on the Theory of Social Change, the innovation of Saudi Vision 2030 represents the discovery stage. In the dissemination stage, the government focuses on policy updates across the economic, political, and social sectors. In the adjustment stage, society begins to accept changes towards modernization. The stabilization stage is marked by significant changes in the social and cultural structure of the local community, shifting conservative views to more moderate perspectives. Thus, Saudi Vision 2030 not only impacts the economy but also brings substantial changes in the political, social, and cultural domains.
