EVALUASI TARIF BUS ANTAR KOTA DALAM PROVINSI BERDASARKAN BIAYA OPERASIONAL KENDARAAN (BOK), ABILITY TO PAY (ATP), DAN WILLINGNESS TO PAY (WTP) PADA TRAYEK TULUNGAGUNG-SURABAYA (Studi Kasus PO. Bagong)

The decision regarding the amount of vehicle rental rates is not easy. For
service companies, tariffs are a value from the seller of the service, while for
consumers tariffs are the costs that must be paid to obtain services. With the
ratification of Governor Regulation no. 21 of 2023 Concerning Basic Tariffs,
Upper and Lower Distance Tariffs for Economy Class AKDP Passenger
Transport Using East Java Province Public Buses which increases the upper and
lower limit prices for vehicle tariffs, this is the basis for conducting research on
determining inter-city public transportation tariffs which is based on Vehicle
Operating Costs, Ability to Pay, Willingness to Pay and compares them with the
rates determined by the government and the rates applicable in the field. The
tariff calculation used refers to the Department of Transportation guidelines
SK.687/AJ.206/DRJD/2002. The data collection methodology in this research
uses primary data and secondary data taken on weekdays and weekends. The
results of the evaluation of Bagong Bus fares for the Tulungagung - Surabaya
route showed that the Vehicle Operational Costs (BOK) incurred by PO Bus
Bagong were IDR 7,790.55 /bus-km with an existing Load Factor of 70%. Tariff
based on Vehicle Operating Costs (BOK) of IDR 33,553.00 rounded up to IDR
34,000.00, based on Ability To Pay (ATP) of IDR 32,997.44 for holidays and IDR
32.997,32 for weekdays and based on Willingness To Pay (WTP) is IDR
31,232.12 for holidays and IDR Rp29.173,6 for weekdays. Based on the results of
research in the field, it was found that the current tariff is IDR 33,000.00, while
the tariff determined based on regulations is IDR 32,000.00. This shows that the
tariffs that apply in the field do not comply with the tariffs based on the BOK or
government regulations.
