Abstract

This research aims to analyze the role of the International Committee of the Red Cross (ICRC) in addressing the humanitarian crisis during the Israel-Palestine conflict from 2021 to 2023, using Clive Archer's theory of International Organizations. According to Archer, international organizations such as the ICRC play a crucial role in handling humanitarian crises through the application of the principles of neutrality, impartiality, and humanity. The study uses a descriptive method by gathering relevant literature and data to analyze the steps taken by the ICRC. The results show that the ICRC played a significant role in alleviating human suffering during the conflict by promoting the application of International Humanitarian Law (IHL). The ICRC not only provided emergency aid but also facilitated dialogue between the Israel Defense Forces and Palestinian armed groups to mitigate the conflict's worsening impact. As an independent actor, the ICRC was also involved in hostage release efforts and consistently upheld IHL principles in its actions.
