PENDAFTARAN PEMILIH PINDAHAN SECARA ONLINE DALAM MEWUJUDKAN ELECTORAL INTEGRITY PADA PEMILU 2024 (Studi Kebijakan Sistem Informasi Pendaftaran Pemilih ( SIDALIH ) dalam Pelayanan Pemilih Pindahan di KPU Kabupaten Banyuwangi)

During the 2024 elections held by Banyuwangi Regency, complaints were found from
the public, especially people who were migrating, that there were difficulties in managing the
administration of transfer documents to vote, there were several factors, but one of them was
related to the distance and costs that had to be paid, not to mention the process. slightly
complicated administration, you have to prepare other supporting documents. This causes
most of the people who migrate to abstain from voting or not use their voting rights to vote.
Qualitative research method by carrying out descriptive analysis using existing
theories and conceptual analysis tools on primary data obtained, including the results of
research conducted by competent individuals, bodies or institutions published in scientific
journals. The indicators used by researchers are indicators from Pippa Norris's theory which
says that clean elections are elections that are held in accordance with international norms or
standards in the context of free and fair elections. The concepts of justice and freedom reflect
correct elections, so that correct elections can reflect the free will of voters.
The research results show that the transfer voter registration service does not meet the
criteria for the third point of Pippa Norris' election integrity theory, namely inclusive voter
registration. A solution that can help is to add an online vote transfer letter management
feature via the SIDALIH application.
