Abstract

One of the serious problems experienced by Batu City in 2022 is the high unemployment rate. This unemployment phenomenon is caused by the Covid-19 pandemic so that many jobs are affected and this causes an increase in the number of unemployed. In response to this, the Batu City Government, through the Batu
City Manpower Office, created a job training program to increase competency for unemployed people.
This research aims to describe the effectiveness of the Competency Unit Based Training program policy carried out by the Batu City Manpower Office in 2022. The effectiveness is measured based on Subagyo's concept with 4 criteria, namely accuracy of program targets, program socialization, program objectives and program monitoring. This type of research uses descriptive qualitative. Data was taken from two sources, namely primary and secondary sources. The data collection method was carried out using interviews, observation and literature which was carried out by reading literature and then processing the data using qualitative analysis.
The results of this research show that the program has worked quite well because it was able to reduce the unemployment rate. This job training is able to develop the abilities or skills of the training participants and is proven to be successful in opening independent businesses for workers. Even though this program is effective, it needs some improvements, especially for participants who should be people who don't have jobs, not those who already have jobs.
