Abstract
This research aims to evaluate the effectiveness of implementing public services based on the IKD (Digital Population Identity) application in the Malang City Population and Civil Registration Department. The problem raised is how the IKD application can
make it easier for people to manage population administration digitally and whether this service is in line with people's needs and expectations. Through descriptive qualitative methods, this research explores the views, observations and experiences of various related parties. Data was collected through interviews with government officials and the public who use IKD services, as well as direct observation of the use of the application. This approach aims to obtain a comprehensive picture of the effectiveness and obstacles faced in implementing IKD services. The research results show that the implementation of the IKD application is effective and relevant to technological developments, making it easier for people to have a digital identity, as well as needs in population administration such as managing KIA and printing family cards using barcodes on ADM machines, which can save time. However,
several aspects such as effectiveness, accuracy, security and ease of use still need to be improved.
