Abstract
Unemployment is a problem that is often faced by a country, including Indonesia, especially Batu City. The increase in unemployment in Batu City is the impact of Covid-19, which has resulted in business owners suddenly laying off employees. Batu City is famous as a tourist city and also an Agropolitan City because it is famous for its natural beauty with mountainous geographical conditions with fertile soil and an agricultural city that grows and develops from the agricultural products produced. The program to increase labor opportunities and productivity created by the Batu City Manpower and Transmigration Service in an incremental manner without any innovation is unable to answer current employment and unemployment problems, and integration with Batu City's sustainable development targets does not have a big impact on the problem of open unemployment and It is recommended that the formulation of programs related to increasing employment opportunities be carried out in a rational, comprehensive manner, through research and assessing existing policy alternatives to overcome employment problems in Batu City.
